OC3 is an invite-only group. And by 'invite-only' we mean if a space opens on either of the teams, all current artists can suggest a replacement, and then whoever gets the majority of the votes receives an invite from OC3 to join.
The only way a space opens up is if an artist chooses to no longer participate in OC3.
